I want to create a free page or blog. People are supposed to chat on it.
A password I´ll create will be needed for entry.
And a registration is necessary after that - but that´ll be a registration for that place only.
Where can I find some server like google blogger (this one is no-no) to do so?

Use the Forum or Message Board style, PHP stuff.
Or look at Freenode.
I would use Freenode for chats, is stable, flexible and FREE.
